Obviously (at least to me) a town leader has to have a background and traits to rule a settlement, much like in Tropico 3 and 4. The background of the Town leader will be your backstory (See below for backstory ideas.) and depending on your background will depend on what kind of society to rule, what kind of survivors you have in your group, and what problems the settlement may encounter. Traits, on the other hand, will be roleplaying things for your town leader to do. If you want your leader of be a Zealot, your town leader will prefer to be at a Chapel then at a tavern or a theater and might even be able to preach at the Chapel. The same can be same for a Drunkard or a Actor/Actress. In the Town Leader's family, the children will be able to get traits too and their own special backstory.
Backstory Ideas:
Religious Idealist: Growing up, being thought the word of god and learning how to become a town leader, you believe that believing in god is the only way for a somebody to achieve salvation in the horrible life above the surface. As the time have finally came to colonize the wastes, you and many other religious survivors leaves the shelter, seeking a perfect place to live in harmony. To the survivors, you are considered the Moses from the holy bible, leading the desperate survivors to a new, promised land.
Society: Theocracy
Survivors: Religious
Militaristic Governor: Growing up in a Military-Specialized Shelter, you learn that the only way to even survive in the harsh wastes, is to be the strongest. Your ancestors that came before you, served in the military, fighting wars and defending what's truly right in their country; Freedom. Of course, being thought how to defend yourself and even defeating your first ever (Insert very strong mutant that raided the Shelter here), you earned the trust of many militaristic survivors to lead them into a new life. When that time finally came, you led the people of the shelter to live a prosper and secure life.

Lead Director: You grew up in a shelter that respects science over religion or military, as you lived in a shelter that was considered to be the most technologically advanced shelter in all of the nation. Your father whom was consider the Director of the shelter, appointed you to lead the scientists to the wasteland to colonize it in the name of science. Of course, you thought that day will never come. Eventually when that day did came, you were surprised as you were forced by the Directorate to lead survivors into the wasteland and lead them to prosperity.

Survivors: Scientists
Freedom Liberator: As you grew up in a shelter that has no personal freedom, it wasn't a surprised that you were brought into a rebellion to escape the shelter and start a settlement that has the personal freedoms that the nation once had. When the time was finally right, you and many other assaulted the cruel dictator and the police force that roamed the Shelter, killing them and escaping onto the surface. After which, the rebels considered you to become their town leader through the first election in years. As you led the rebels to a prosper land, you knew that this wasteland, will through everything at you.
