As I've said in my earlier post, there needs to be a way to prioritize resources. My stores are always full with rubble and scrap metal. Maybe I need to destroy the scavengers until I need them? Your stores won't be overflowing with rubble and scrap metal soon in the new version. We've drastically cut down how much scavengers find per visit. If you're good for building supplies at the moment, consider firing a few scavengers. I don't think cutting resource availability is an appropriate solution. I'm having trouble finding enough resources as it is. I always have too much of one or two, and far too little of the third. I'll say again, there needs to be a way to instruct the scavengers what to look for. I understand you don't want to make the game too easy, but I think there are enough challenges already.

The post you're quoting was me speaking about how version 0.0.7 would be. That version is out now so making resources more sparse is already in the game. (People used to be drowning in them).
Cutting back was step 1. Next step is giving players more control over what they earn, which will be in 0.0.8.

I second this. Isn't it a core feature in every town builder/economy sim to steer resource procurement? To me it makes absolutely no sense to let people gather just everything, when there is notorious shortage of storage capacity most of the time. An inept leader I'd be to not being in control here, means: not being able to give precise instructions on this matter. The situation is even aggravated by the fact that I cannot build using items out of my avatar's inventory, I need to empty them into a storage facility first - and fast, before someone else reaches its overall limit. Deleting/destroying items (I might and will need sooner or later) appears to be the worst of all possible solutions to this.
